My operations assistant is apparently not coming back after having her baby. So I'm ready to promote the receptionist who has been actually performing the operations specialist job in her absence since June.
But, no, according to HR I must post the position and interview internal candidates before I can offer the job to the person who has been doing it the last 3 months. So I'm going to waste my time and several persons within the firm who will be interested (I'm such a good guy to work for ) in the position interviewing them, telling them what all the position entails knowing full well they don't stand a snowball's chance in a Christian furnace of getting the position.
Georgia is a right to work state. Why can't I simply say you're hired and/or you're fired. Trump does it.

Yep. I went through the same thing when I got promoted. My supervisor told me that he wanted to promote me but had to post the position first...so I was paranoid that I wouldn't get the job.

Georgia is a right to work state, but I think you're confusing "right to work" with "employment at will".

Correct. "New York is also an "At will" state - you can get canned at any time for absolutely no reason.
"Right to work" means you do not have to join a union to get a job.
Nothing against your able assistant. I'm sure if you picked her she would continue to do the job in a spendid manner. But... I would not consider the interviews a "waste of time".
First YOU might be able to spot someone you could want in your section later. Second, the people who apply want the chance to hone their interview skills and make themselves known to you. (Lets face it the grapevine will tell them you already want the current "office holder")
