Since kids have a much higher metabolism than adults the short answer is yes. They will use up calories, fluids etc etc at a much faster rate and not be cognisant of the warning signs.
As a personal opinion, I suppose they could play outside at a pool, slip and slide, etc etc. I really would have a hard time letting them play at a local playgound for any extended period.
Needless to say, a large supply and avaiability of lots of fluids is a given.

I say let them stay outside. Just be sure to call them in for some fresh squeezed lemonade!

As long as they have on sunscreen and keep hydrated I think it's ok to be out. Maybe not for like hours n hours though.

We have the pool in the back yard and I don't think it is that hot yet, but they keep on wanting to play inside today. I keep warning them that in another month it is going to be to hot to really do anything for extended periods of time.

Wonder who they picked that up from...
Really though, I think it's a lot of attitude toward it. If you get acclimated to it, particularly as a child, it's not really that dangerous. Just be smart about it.

Naahh, it energizes me! As far as the kids are concerned they don't seem to care about heat, cold, etc. I say let them play outside as long as they like.

Yes, it can be too hot for kids to play outside. I have kept the kids in from time to time due to heat index, humidity, etc. Other times I've limited outside time, and when outside, made sure they had plenty of drinks and popsicles and sunscreen. In Charlotte and Indy we had a few days here and there that were too hot for man or beast, IMO.
Use best judgment, that's all you can do.
