I'm trying to decide between these two things:
    [1] A sprint tri with the swim leg in a pool. Since this would be my first try, this pool thing sounds really good.
    [2] The National Capital Half Marathon, which I love doing, and have done the last two years.

I really, really want to do both. The problem is that they are one week apart (the tri is first).

Because I've been sick this year, my mileage as fallen to about 15km a week. I'm feeling 100% again now, and I'm swimming and spinning through the week as well. Weights are hit and miss, but might get dropped to make more time for the other stuff.

I'm wondering if doing the two so close together would wear me out too much, especially for the HM. And would training for the tri conflict with the training for the much-longer HM?

Do the tri and see how you feel and maybe you can do them both.

I would try to train for them both and then after the tri see how you feel and make your decision then. Just like j1miller said.

First off: How long are the events on the Sprint Tri ?

Second, you can call the tri a "training session" for your half.

Unless you've got a 2 Million endorsement riding on your finish at the half, do both. You should do fine.

Do the Tri. It sounds perfect for your first one. I wouldn't even consider doing both.

On 15km. per week your not going to do justice to either event.
Personally I wouldn't bother with either on such a miserable build up.

However, if you REALLY want to do both why not?
I would be taking a very conservative approach in both events (get the t-shirt, get the potato medal) and using the experience as a solid base mileage for some event in the future

go for both. the Tri will be a great cross training, heart pumping experience. the half, if your able to go do it but take in the experience more this time and don't worry about the time. yuour time probably won't be near your normals anyway with the low miliage.
