So last night on the way home from the hospital, my girlfriend is driving and we pass a person wearing dark clothing, pushing an empty wheelchair, against traffic, barely off the traffic lane on the shoulder. It's also a bad part of town on a busy road and it's raining, dark and 6:30 pm ish. My girlfriend says OMG, WTF, they are gonna get hit!!! First thing this morning I turn on the news and sure enough it was a woman and she was hit and killed about 7 pm. My girlfriend is now in a tizzy cuz we could have possibly prevented this had we called the police. Sigh.

Pushing the wheelchair is my guess.
One of the few things I remember as a kid was going to dinner with my parents and sister. When we got to the parking lot, someone was tearing out of there and swerving all over the street. The next day it was on the news that the guy was drunk and slammed into a brick wall, killing himself.

I feel bad for your friend thinking she could have prevented this. most likely not though with the time difference you you note i doubt a police officer would have been responding at that hour in that short a time for a non-emergency.
it is a bad situation but not her fault.

She was probably a murderer just coming back from dumping a body.
Or, she had a death wish.
